This photo could easily be mistaken as paranormal phonema due to the blue colored anomaly appearing.  Again, this is not the case.  This is most likely a reflection off the urinal pipes, those are really highly chromed pipes.  Possibly from the handle or even off of the one black tile where you can see a really bright shine.  The subject digital camera sensor technology and theory plays a big part in this photo.  The sensor in the camera that basically replaces the film in a traditional camera has to interpret color and light and shadow.  When it's "blown out" like that, meaning it contains super bright parts of the image, the sensor has to do its best to interpret it and it has to guess on color when it's that bad.  It was too bright to be in the camera sensors range to translate it.  When that happens in an image you can pretty much assume the camera didn't know how to deal with it.  So once data is in the "blown out" range you can get color, shape, size anomolies on that data similar to if you were recording sound that was beyond what the human ear can hear like a dog whistle.
